At that meeting, Chicago Police Dept. (CPD) Superintendent Larry Snelling took issue with the methods of CPD's main external watchdog, the Civilian Office of Police Accountability (COPA).

COPA Chief Administrator Andrea Kersten chose to "go off script" in response to what seemed to be a surprise critique by Snelling. In her remarks, Kersten blamed part of CPD's complaints on the city's recently approved police contract.
